If we want to stick to Marxism, first of all, we must be clear about what Marxism is and master and know Marxism from the aspects as its theoretical system, theoretic nature, basic stand and theoretic speciality. Marxism is not only the guiding ideology of Communist Party of China, but also the soul of the socialist core value. It is the social nature of China decided by the position of Communist Party of China as a party in power and by its position of the core leadership. If we are to treat Marxism scientifically, we must stick to the centralization taking Marxism as guiding ideology by opposing diversification of guiding ideology and put together sticking to and developing Marxism.

The policy of closing the country was gravely pushed forward in the Mid-Qing Dynasty period, which brought tremendous detriment to China. The Opium War had opened gate of China to the outside world, but the Qing Dynasty government still held the diplomatic principle of the dynasty; the ruling class still carried out its close diplomatic policy. The principle and the policy began to be changed until the Second Opium War. Chinese diplomacy gradually broke through the close of the medieval age, and began to be with the contemporary breath, but the break did not mean the end of the close outlook. After the period, the consciousness emerged now and then inside the ruling class.

The success of constructing the environment friendship-type society of Singapore is known in the worldwide scope. The achievement is the result of multi-participation of government, individuals, non-government organizations, and the enterprises. The Singaporean experience is of important revelation to the construction of “two-type society” in Wuhan Urban Circle, i. e. in constructing environment friendship-type society, taking government as main guidance is the base, multi-participation is the key, and the application of multi-policy is the short-cut.

Because of government’s duality of manageability and serviceability, the salary system made out by the government will also show the differences in demand, i. e. the salary of the government talents should be with accountability and sociality. In the process of making out the salary for the talents, the government can make the balance between accountability salary and sociality salary by the way of post assessment and consulting market salary so as to the systematical unity of the two.

Empirical research on the shifting of the control right among listed companies taking place in 2005 to 2007 in Shenzhen Stock Exchange shows that the profit level of the controlling shareholders’ dominant control right is negatively correlated with the average level concerning the quality of information-disclose during the shifting of the control right and positively correlated with controlling the end controllers’ share and with the profit of dominant control right. The research shows that to strengthen the inspection on information-disclose during the shifting of listed companies’ control right and to establish the check and balance structure of controlling the end controllers’ share can control the share profit level of the dominant controllers by harming the medium and small investors.

A Contextual Interpretation of the Differences
between Chinese and Western “Soft Culture”
    CHEN Li-fang
JOURNAL OF JIANGHAN UNIVERSITY (Social Science Edition)    2011, 28 (2): 23-28.
    Abstract325)      PDF (1219KB)(253)       Save
Culture includes physical culture, culture of pattern and spiritual culture. Physical culture is the part that can be sensed, which is the physical form of culture and is regarded as the “hard culture”. Culture of pattern and spiritual culture are the internal structure of culture and is called “soft culture”. The physical aspect of culture varies according to the times, and is most active element in cultural development, but the internal “soft culture” is relatively stable and constant. The “hard culture” is the external expression of the “soft culture” to a great extent. The “soft culture” usually plays critical role in cultural differences. If one wants to understand a culture, he should master the characteristics of its “soft culture”.

    Re-study of Preposition About “F-distortion”
    RAO Yi-fei
JOURNAL OF JIANGHAN UNIVERSITY (Social Science Edition)    2011, 28 (2): 34-37.
    Abstract229)      PDF (1149KB)(257)       Save
Re-study of preposition about “F-distortion” shows that the presumption of Friedmann theory is established on the realistic base, but the presumption emphasizes more the influence of the critical element occurring in the subject. At the same time, Friedman believes that excessively emphasizing reality is harmful to exposing essence rules. In the process of obtaining assumed intensive accuracy, the problem that whether the cost can make up profit should be considered. Once the cost fails to make up the profits, a relatively simple presumption can be adopted. Thus, Samuelson has deflectively understood relationship between the fabulosity of Friedmann assumption and its theoretical effectiveness, thus no “F-distortion” exists.

An Analysis of Insufficiency of Judicial Relief
    for Environment Infringement
    ZHAO Li-xin
JOURNAL OF JIANGHAN UNIVERSITY (Social Science Edition)    2011, 28 (2): 44-49.
    Abstract230)      PDF (1413KB)(180)       Save
In recent years, disputes caused by environment infringement happened frequently and has become harmful factor affecting social stability and harmony and one of the three incentives of mass incident. But few cases of such right disputes entered into the judicial relief procedures according to the number of the cases concerning environment infringement accepted by the judicial departments at different levels. The public poor law consciousness is usually ruled out as cause for the judicial relief mechanism failing to function in solving disputes arising from environment infringement by applying relief right and diminishing disputes. The error of the attribution is the lack of judgment of the public self-independent value and respect of their right to speak, as to cause the neglecting of decisive precondition in considering judicial relief for environment infringement. The investigation result of the public consciousness for environment right shows that there are two factors that prevent the conflicts caused by environment interest from entering into judicial procedures: the insufficient discovery of the demands of judicial relief from the public about the environment right and poor supplement of judicial relief system.

As a half of human sex composition, the females are one of the basic strength in social development and advancement. Without full development of the females, there would have been no complete and full development of human beings. In a certain sense, the existent state of the females serves as a scale to measure social advancement and degree of civilization. The same is true to the law. The advancement of the law can be measured by the females’ social status. The progress of law changes and the characteristics of the law itself can be accurately outlined by shaping the law, assuming the females’ figure and observing their status. From the angle of modernity, the paper is to analyze sex in the law and probe into the cause of the problem and tries to find out a solution.

Now, to construct Marxist study-type Party faces three problems and challenges, i.e.not studying seriously, not believing seriously and not using seriously. “To convert knowledge into intelligence” is the only way in solving the problems, conquering challenges and in constructing Marxist study-type Party. “To convert knowledge into intelligence” is a process of internalization and qualitative change. The process is with spheres, and is realized by researching, internalization and practicing. In twentieth century, Karl Popper was one of the most influential thinkers not only in philosophy of science, but also in political theory. He systemically discussed the theory of democracy and made many new arguments from the view of critical rationalism. Popper converted the fundamental problem of politics from “who should rule?” to “how can we so organize political institutions that bad or incompetent rulers can be prevented from doing too much damage?”, revealed the paradox of traditional democracy theory, insisted that the essential difference between democracy and tyranny was that democracy makes it possible to get rid of a government without bloodshed, argued that democracy is valuable because it can protect individuals' freedom, and believed that the two-party system is better than proportional representation and seems to be the best form of democracy. This article reviewed Popper's theory of democracy and made some comments.

But the capital stations can take advantage of politics, economy and culture concerning the location, and obtain a better chance for rising in future competition of channel quality. They can take advantage of location to collect high level personnel, project and produce good programs in contents so as to catch the viewers. At the same time, they can make a proper separation between producing and broadcasting from the height of satisfying broadcasting demands by raising the channel quality to fit the needs of multi-medium as network, mobile phones and mobile TVs. They should pay attention to the comprehensive utilization of resources and capital. They should re-start the industry by being in large-scale, and capitalization, and in running the business in a way of marketing and enlarging socializing production.

Our country should make full preparation for starting levying carbon tax by analysis of countermeasures about carbon tariff, carbon tax against emission reduction of greenhouse gases and by the use of successful experiences of carbon tax in the other countries.
