Abstract: University regulation is a regulatory document of ensuring legal and independent management of universities. It is the extension and constitution of the education law system of our country. At present, some problems concerning creative formulation, system designation, and enforcement of the regulation are worthy of study. In order to strengthen the construction of the regulation, we must stick to the principles of being legal and lawful, guaranteeing rights and benefits and being inspected by law.
