The political development of the Latin America is a process keeping pace with the times and advancing continuously, which is also regarded as the Latin American way. Its formation is the same with that of the aim to the democratic pursuit and the struggle for the democracy in the Latin American independent movement. The Latin American way influences its economic development to some degree, but it is essential to the Latin American social development, goes throughout the democratic connotation of the Latin American independent movement and has profound influence on the Latin American society.

For ninety years after the founding of the Party, the Chinese political development headed and promoted by the Communist Party of China has had tremendous achievements, the basic experiences of which can be classified into the following. The leadership of the Party should be stuck to, reinforced and improved continuously. The people’s interests should be the most important component. The guidance of Chinese-type Marxism should be taken. Self-independence should be stuck to. And the subject of the time should be combined with the central task of each period.

Since the reform and opening up, the leader collective of our Party has actively explored in constructing a study-type Party. The leader collective of the second generation led by Deng Xiaoping emphasized the importance of practice in the construction by insisting on ideological line of emancipating mind, and seeking truth from facts, constructing a well-off society and making persistent efforts to realize the socialist modernism with Chinese characteristics. The leader collective led by Jiang Zemin emphasized development by making great efforts to construct a study-type society by the building of Party’s advancement. And the leader collective led by Hu Jintao emphasizes scientific development by building socialist harmonious society though strengthening the Party’s governing ability. The construction of the study-type Party in the new period should be based on the construction of the excellent style of study, on the four basic requirements, on the construction of the study-type Party organization, and on the skillful master of the scientific laws to realize lawfulness and scientificness of the Party’s construction.

The effective supply of the public products for the countryside can provide economic basis, intelligent support and cultural basis for building public service-type governments in the countryside, but at present, the supplying system of the public service products for the countryside in China is with many defects and could not satisfy the public demands in the wide countryside regions. Therefore, we should promote reform, improvement and innovation of the supplying system and mechanism to accelerate the construction of the public service-type governments in the countryside by innovating supplying mechanism of the public products for the countryside, and establishing the respective obligations of the central and local governments by re-constructing basic organizations in the countryside, to improve the operative ability of the farmers, by promoting reform of the basic government administrative organizations, and streamlining the “excessive” staff of the organizations, and by eliminating “two-layer structure”, and promoting the construction of the equality in supply of the public products in both cities and countryside.

The developing goal of Wuhan “the twelfth five-year” project clearly states that Wuhan should consolidate fame of central city in central China, and endeavor to construct central city of the country. Wuhan as an important strategic city rising abruptly in central China should firmly rely on its comparative advantage in industry, science and education, location, traffic, logistics, market, etc to optimize developing environment, highlight characteristics of industry shift, intensify the introduction of capitals, realize the intensification of attracting investment, attract human capital, pay attention to scientific innovation, undertake the industry shifted from the east coast so as to strengthen Wuhan’s competitive power and make great efforts to change Wuhan into the central city in China.

Many poems of Chen Hang, the number one scholar of Qing dynasty from eastern Hubei mentioned Yanzhi Hill, a hill by Yanzhi Road of Wuchang. There was a small society similar to a poet group, Cang Shi Wu on Yanzhi Hill of Wuchang. Chen Hang was one of the poets. The participants of the group were all cultural celebrities in Wuchang, who left the hill cultural history about the scholars. Only by exploring fully and protecting specially “city’s memory”, can the city’s profound cultural foundation be manifested.
