Race regulation of Hong Kong Jockey Club has developed from immaturity to maturity, and after absorbing characteristics of social development and a period of common regulations, it gradually becomes a legal basis for the important horse-race in Hong Kong. The characteristics of the regulation are: taking risk control as centre and just race as essence, emphasizing the sameness in finishing points, strict organizing system and responsibility, and settlement of disputes being decided by arbitrate.
