On Establishment of German Social Insurance Systemin Bismarck’s Time

Bismarck was the first in establishing social insurance system in Germany, which surpassed effect of dealing with time changing by not only adapting to the contemporary need of German industrialization and playing a role of social stabilizer, but also providing the first example of establishing social insurance system and experiences for the other countries. It was more important in objectively inserting socialist factors into the capitalist historical progress and starting the conversion of new social relationship from class antagonisms to cooperation and inclusiveness in the capitalist countries. Its influence is far and wide. The developing mode of German social guarantee has provided reference for researching into practice of social policy and constructing social guarantee system by considering Chinese characteristics.
