Social stability is a basic precondition in smoothly promoting the construction of the modernization for any country, but for many countries, in the progress of modernization, social unrest appears easily, the causes of which are complicated, as excessive high expectation from the people, the impeded access to political participation, etc. including other historical and international ones. The approach to obtaining and maintaining social stability for these countries are mainly as follows: to elevate the hierarchy of the institutionalization of politics, to establish right and strenuous party system, to promote unalterably reform policy all-around, to reinforce government ability and consolidate political authority, forcefully guarantee and improve democracy. China is one of the countries in the progress of modernization. Our Party and government should take effective measures to strengthen social management according to our country's condition, establish and perfect a set of mechanisms of social stability as counseling mechanism, regulating mechanism, buffer mechanism, etc. with Chinese characteristics.

Li Da, as a president of Wuhan University with a fame of being longest in the office, highest prestige and broadest influence, had cultivated a great number of excellent persons and made great contribution to developing socialist higher education by his belief of adhering to the law of managing the university, and whole-heartedly managing education for the Party and the people. Li Da, as an outstanding Marxist theorist, had paid special attention to the research and propaganda of Marxist theory for his whole life and made contribution to spreading, application and development of Marxism in many aspects in China. Li Da was full of strong emotion of devoting himself to the truth and people’s benefits. Bismarck was the first in establishing social insurance system in Germany, which surpassed effect of dealing with time changing by not only adapting to the contemporary need of German industrialization and playing a role of social stabilizer, but also providing the first example of establishing social insurance system and experiences for the other countries. It was more important in objectively inserting socialist factors into the capitalist historical progress and starting the conversion of new social relationship from class antagonisms to cooperation and inclusiveness in the capitalist countries. Its influence is far and wide. The developing mode of German social guarantee has provided reference for researching into practice of social policy and constructing social guarantee system by considering Chinese characteristics.

With the deterioration of global warming, the common view in limiting the carbon emission has been formed. Our country should make full preparation for starting levying carbon tax by analysis of countermeasures about carbon tariff, carbon tax against emission reduction of greenhouse gases and by the use of successful experiences of carbon tax in the other countries. Chinese government should start the taxation by choosing a right time so as to avoid the harmful influence caused by the carbon tariff, and to speed up the strategy of “going out” and outsourcing. The government should also establish and perfecting carbon emissions trading system, and make full use of clean developing mechanism.

With the development of world’s tourism, the geological parks, taking protection of geological relics as subject, have developed rapidly in the world scope, and our country has also started constructing the parks. Hubei is full of rich geological tourist resources. Its development is in the initial stage with present disadvantage in resources development imbalance, and poor effective management. Hubei now is facing the chance of increasing demand for the parks and active support from provincial government. The threats of development are poor propaganda and promotion together with the shortage of the brand advantage. The government should gradually promote constructing geological parks by exploring resource and planning overall, training the employees and being strict with management the parks, strengthening propaganda and promotion and creating excellent brand, making scientific research and popularizing geological knowledge, etc.

The international politics and laws are two always closely related fields. In theoretical research, the two are interactive and influence one and the other deeply. In the international practice, they are mutually restrictive and complementary to each other. The cross and combination of the two mutually promote international social progress. The birth of the international laws can find resources in the international politics and the practice of the international relations. The international politics put particular emphasis on the probe into the political relations and activities among countries, while international laws on the analysis of law standardizing about contact among the countries.

The early movement in Chinese urban modernization began in the later Qing Dynasty. After more than a hundred years’ difficult construction and unsmooth development, China had made great achievement in urbanization and urban modernization by the end of the twentieth century. The main content of urbanization in China is a process of converting from countryside society to urban one. In the process, the modern economic activities play most important role. In the early twentieth century, the driving force of urbanization came from the development of commercial trade, and in the middle and later twentieth century, the force for the development was mainly from industrialization. With the progress of urbanization, the development of the Chinese cities becomes modern gradually. The contents of city modernization are rich, among which are systematical formation of the cities and compound function of the cities.
