Abstract: A survey based on the development history of the emergency management system is conducive to the correct understanding of the development and change orientation of China’s public crisis governance model. The academic circle mostly study the evolution course of China’s emergency management system from the macroscopic perspective of emergency management system， the perspective of emergency management organization，and the perspective of emergency management mechanism. Specifically，the development course of China’s emergency management system after 1949 can be divided into four escalating stages：the classified management and single-sort-of-disaster emergency management system with the government the main body； the emergency management system with a deliberation and coordination agency and a temporary agency taking the lead to coordinate；the emergency management system with the“one plan three systems”system the core；and the emergency management system with the super-ministry system and integration the orientation. As it is the case in many other countries of the world，integration has become the orientation of change in China’s emergency management system. This is mainly reflected in the following aspects：in terms of the emergency management concept，a peoplecentered overall national security concept is being set up；in terms of the emergency management organization，an integrated management structure with the emergency management department the core is being established； in terms of the emergency management mechanism， an integrated coordination mechanism is being built to strengthen the combination of centralization and decentralization；and in terms of the rule of law of emergency management，a system safeguard based on emergency management laws and regulations should be perfected.
