A survey based on the development history of the emergency management system is conducive to the correct understanding of the development and change orientation of China’s public crisis governance model. The academic circle mostly study the evolution course of China’s emergency management system from the macroscopic perspective of emergency management system, the perspective of emergency management organization,and the perspective of emergency management mechanism. Specifically,the development course of China’s emergency management system after 1949 can be divided into four escalating stages:the classified management and single-sort-of-disaster emergency management system with the government the main body; the emergency management system with a deliberation and coordination agency and a temporary agency taking the lead to coordinate;the emergency management system with the“one plan three systems”system the core;and the emergency management system with the super-ministry system and integration the orientation. As it is the case in many other countries of the world,integration has become the orientation of change in China’s emergency management system. This is mainly reflected in the following aspects:in terms of the emergency management concept,a peoplecentered overall national security concept is being set up;in terms of the emergency management organization,an integrated management structure with the emergency management department the core is being established; in terms of the emergency management mechanism, an integrated coordination mechanism is being built to strengthen the combination of centralization and decentralization;and in terms of the rule of law of emergency management,a system safeguard based on emergency management laws and regulations should be perfected.

By constructing a revenue and expenditure model of the Urban employees’Basic Pension Insurance Fund(UEBPI),compare the current status and changing trend of the revenue and expenditure of the UEBPI before and after entering the market,and analyzing the optimal investment rate of return under the condition of minimizing risk for the UEBPI’s pool The enlargement effect. This can help to probe into the financial risk caused by the UEBPI’s revenue/expenditure gap,and put forward suggestions for the improvement in terms of enlarging the size of the fund and optimizing the optimized portfolio allocation. The research results are as follows:first,pension entering the market is effective for reducing the UEBPI’s revenue/expenditure gap and can preserve and increase its value. The effect of narrowing the revenue/expenditure gap will increase year by year,and in 2046,the revenue/expenditure gap will be reduced by about RMB 205.364549 trillion,and in 2048,by RMB 256.39663 trillion. Second,a high rate of return on investment can reduce the size of the UEBPI’s revenue/expenditure gap,resolve the UEBPI’s predicament that the revenue cannot cover the expenditure,and relieve the increasing payment pressure of China’s finance. In the case of optimal rate of return on investment,the size of reducing the fiscal burden can grow from RMB 237.042017 trillion in 2046 to RMB 302.690587 trillion in 2048. The power of UEBPI’s high rate of return on investment in reducing fiscal burden increases on a yearly basis. And finally,there is still space for improving UEBPI’s asset allocation combination,and in the future it will incline to new types of infrastructure construction and investment on non-standard assets. Especially,the status of medicine and health industry in China which concerns national economy and people’s livelihood,in the background of the COVID-19 outbreak in 2020,will be further improved in the government’s work.

The impact of haze pollution on environmental regulation is a topical subject concerning scholars,but the differentiated influence of different types of environmental regulations on haze pollution remains for in-depth study. Based on the panel data of 30 provinces, autonomous regions, and municipalities directly under the central government(not including Tibet,Hong Kong,Macau,and Taiwan regions) in China from 2000 to 2017,a Spatial Durbin Model is established to analyze the impact of heterogeneous environmental regulations on haze pollution and the spatial overflow effect. The results show that while the command-control type and the public-participation type of environmental regulations have a prominent inhibiting effect on haze pollution,the market-incentive types of environmental regulations do not obviously reduce haze pollution. If the impact of environmental regulations on haze pollution is broken up into direct effect and indirect effect,it is then discovered that the command-control type and the publicparticipation type of environmental control tools can not only improve local haze contamination but also have a positive influence on the haze treatment of neighboring areas. In order to give a full play of various types of environmental regulations in the treatment of haze pollution,it is an important policy choice to optimize the combination of environmental regulation tools,enlarge investment on green industries,and speed up the establishment and perfection of a regional joint prevention and control mechanism.

In contemporary discussions on diaspora,interrogation on identity and the proposition where one’s home is are increasingly changing as globalization intensifies. Immigrants’perception of culture and society is no longer limited on one single dimension but gradually expands to cover gender clash between the male and female,discovery of individual value,and even problems and research of post-colonization. Overseas Chinese diaspora poets and writers,being a bridge between China and the West,have provided many cases of diaspora experience in heterogeneous cultures. Chinese emigrant women writers, in particular,have established their writing frameworks from a unique bilateral perspective. On the one hand,they are constructing“an imagination of home,”but on the other they endeavor to find their own location in world literature. They blend themselves with the known culture and history as migrant women poets and writers,and their female tenderness has a multiple implication for their double affiliation. In her writings scrupulously abiding by oriental femininity,Hong Ying attempts to search for the meaning of“home”and reconstructs an imaginative home by reconciling with the past in the migratory journey.

It has been a consensus among the academic circle and social public that language is a kind of resource. The influence of the view on language as a resource is spreading far and wide. Yet,the understanding of language resources and the question as to what kind of view on language resources to build up still remain for further research,and the problem of how to manage language resources needs theoretical construction. The diversity of linguistic resources is reflected in their existential state,value,and developmental diversity. Views on linguistic resources mainly include the value view,the transformation view,the dialectical view,and the match view. The management of linguistic resources shall follow five principles:first,the basic requirement is to prevent linguistic resources from transforming into linguistic problems. Second,be demand-oriented. Third,take linguistic human resources as the focus. Fourth,the key is to establish a linguistic resource configuration model that clearly differentiates the responsibility,rights,and benefit. And finally,the core is to serve the strategy of the country,region,and organization.

Family Language Planning(FLP)is gaining more and more attention in China,but there is not yet an essay tracing the evolution of its research methods. In the Web of Science database,two overseas journals claimed the top two places for publishing the most articles relative to the topic. They are the Journal of Multilingual and Multicultural Development and the International Journal of Bilingual Education and Bilingualism. A statistic study of the essays on the two publications can reveal the overall changing tendency of the FLP research methodology. The results show that theoretical reflection on FLP is not enough;the preciseness of quantitative researches has to be improved;the scientificity of qualitative study in data collection and analysis needs to be promoted;and that the diversification of research models should be more advocated.
