Analysis of Intelligent Elderly-care Policy Texts Based on Two-dimensional Framework:Case Study of Hubei Province

Developing smart elderly care services is an important social policy and measure for the modernization of an aging society. A quantitative analysis of the smart pension policy of Hubei province can provide a reference for future policy design. The research object is 54 smart elderly care policies of Hubei
province,a two-dimensional analysis framework is built based on the policy tool theory and the ERG demand theory,and the samples are evaluated through the policy measurement research method,the
content analysis,and the grey correlation analysis. The findings are as follows:In terms of the use of smart
pension policy tools in Hubei province,there is a structural imbalance between the supply-oriented policies which dominates the sector,the environment-oriented policies which is moderate,and the demand-oriented policies which is inadequate;in terms of satisfying the needs of the aged,there is also the disproportion problem as the policies focus on meeting the survival needs of the elderly,but relatively neglect their relationship needs and growth needs;in terms of the cross-effects,policy tools for the
survival needs of the elderly is excessive,and the policy tools for their relational needs and growth needs are short.Therefore,future policies should optimize the structure of policy tools,take the needs of the elderly as the orientation,and strengthen the synergy between policy tools and the needs of the elderly.
