By the Dagum Gini coefficient and its decomposition method and the kernel density estimation method，the regional disparities of local governments’debt risks are empirically analyzed. The results are as follows：in the designated period，the overall local governments’debt risks present an inverted U shape trend，with the regional debt risk gap gradually narrowing；the source of the regional disparity of local governments’debt risks is the cross and overlap of regional debt risks；and that the debt risk gap among provinces in the eastern region fluctuates the most，the gap in the central region gradually narrows，and the gap in the western region remains basically unchanged. The findings reflect not only the effects of fiscal decentralization，official promotion incentives，urbanization，soft budget constraints，land finance and taxation，but also the influence of regional coordination and factor flow；they also disclose the large interregional risk spillover effect and the irrational pricing and allocation of bonds. In terms of policy，from the perspective of domestic great circulation，attention should be paid to the characteristics of debt risk gap within and between different regions， the market-oriented pricing of government bonds should be promoted， the allocation of debt quotas for less developed regions should be increased， and the collaborative governance between different regions should be strengthened. The emerging artificial intelligence law not only reconstructs the traditional legal research object，but also brings about innovative research methods，putting forward a different concept of justice. The formation and development of these theories are inseparable from the emergence of large-scale AI models（such as ChatGPT），which have played a huge role in promoting the updating of theories and promoting the overall improvement of rule of law practice. In the process of building its own AI legal theory system，China has benefited from the existing legal theory foundation and the vigorous development of AI industry. However，the uneven research levels and the barriers between disciplines have become a difficult problem in the construction. Future work needs to focus on the construction of basic concepts，frameworks，and a multi-dimensional，dynamic，and evolutionary theory system. Technological progress will continue to promote the evolution of legal theory.The transition from weak AI to strong AI brings in challenges as well as opportunities for the development of legal theory. In this process，it is essential to ensure human values，rights，and security. Building a legal theory system for AI requires avoiding potentially malicious applications of the technology while guiding it toward the good. This is not only an academic effort，but also a social reshaping of new concepts and practices of law. This work involves multidisciplinary collaboration，requires the formation of a global consensus and the update of practices，which will have a long-term impact on the future of the rule of law and the improvement of legal systems. The effective property-based protection of data assets within the existing criminal law framework is a top priority. Data asset，in a narrow sense，is big data asset，which refers to the big data resources that can be owned or controlled in digital form by a specified entity，that can be measured in money after data processing，and that can bring direct or indirect economic benefits. Data asset is formed and plays it role when it is taken as a resource，asset，and then commodity. When it is taken as a resource，according to the“right bunch”theory，data collectors should fully respect the legitimate exercise of data producers’rights and interests of personal information. When it is taken as an asset，data asset can take the path of property right protection at the same time，and become the object of property infringement crime. When it is taken as a commodity，it is necessary for the criminal law to fully protect the credit of data trading market. Therefore，the criminal judicial protection of data assets should focus on promoting the effective operation of the criminal compliance system in the process of data resource utilization，solve the component problem of property crime in the capitalization process，and punish the dishonest behavior of relevant parties in the commercialization process. Its value goal can be realized by adopting the cognitive perspective of integrating different procedures. Based on the origin and goal of the pre-reorganization system，as well as the common pre-reorganization rules followed in other countries，China should construct a pre-reorganization system that integrates the out-of-court reorganization and judicial reorganization procedures，rather than the prereorganization judicial procedures currently experimented in certain regions. The pre-reorganization judicial procedures in experimentation blurs the boundary between prereorganization and reorganization，hollows out the value of reorganization system，and is not conducive to the function of prereorganization system. The pre-reorganization rules established by the procedures-through path should include full prereorganization and partial pre-reorganization，and clarify the information disclosure standards of the prereorganization，so that the achievements of the preparatory work in the pre-reorganization can be reviewed as far as possible by the court in the reorganization proceedings. Auxiliary institutions in pre-reorganization should not have the legal status of bankruptcy administrator. However，in order to improve the quality and efficiency of pre-reorganization and subsequent reorganization， legislation should strengthen the transformation of auxiliary organs into administrators in reorganization. It covers all the urgent issues of urban spatial dimensions. They include not only the environmental problems of urban space in the physical sense，but also the upgrading and reconstruction of cultural and recreational environments in the field of comprehensive urban governance. When the Internet has entered the web2.0 era all round currently，digital virtual technologies have been brought into the construction of urban space，especially the urban cultural space.Developers conserve urban historical and cultural resources digitally as data，and engage participants with richer visualizations to invest more time，so that they can learn and exchange culturally at virtual cultural venues via digital technology and media. The booming of contemporary publishing industry，game industry，and digital tourism shows that in the modern society the behavior pattern of cultural participation has taken place on the spot and online in a parallel manner. To cope with such a transformation，the current digital technology and means should be fully employed to break through the barrier between the real and virtual realms. A“parallel city”can be established by relying on the digital virtual cultural space that is built on real physical space，metaverse and other logical structures，and the parallel mechanism of updating reality and constructing relevant scenery. It is also an important way to actively respond to the aging of population and bolster the sense of gain and satisfaction of the aged people. The Ucinet6.0software is used to build a two-mode network and a one-mode network. A whole network analysis is done for every region of China and an ego-centered network analysis is done for their policy tools；the purpose is to explore the structure and characteristic of regional overall policy network combining medical and nursing policies formed by the local governments at different stages，as well as the network and characteristic oftheir use of policy tools at different stages. The results show that in the provincial governments’policies on the combination of medical and elderly care， mandatory tools are dominant and mixed tools are supplementary，while the function of voluntary tools is gradually weakened；inter-provincial government links are declining year by year；the policy network center is not unique，and the network power position is not unique；the late adjustment and innovation of policies combining medical and elderly cares are insufficient in some provinces；“family and community”occupy the central position of network in different stages；and the network power status of policy instruments presents phased characteristics. Therefore，in order to optimize the combination of medical and elderly-care policies in China，the use of voluntary policy tools can be increased and the use of policy tools can be better balanced；inter-regionally，policies can be formed for cooperation and the linkage of medical and nursing resources；and the construction of a longterm policy system should be strengthened to integrate local medical and nursing cares.
