    Under the new background of population policy changes,how to play the role of fertility support policy and increase fertility rate have become an important issue in the fields of population and public policy in China. Using the academic publications in CNKI database from 2013 to 2023 as samples,the CiteSpace visualized econometric analysis software is used to analyze the knowledge map,characteristics,and future research trends of researches on China’s fertility support policies. The results show that the research hot spots of fertility support policy mainly focus on fertility intention,the theory and experience of fertility support,and related public policies. The evolution of fertility policy from 2013 to 2023 can be divided into two phases:The first phase,from 2013 to 2020,is the initial stage,and the second phase,from 2021 to 2023,is the rapid heating-up stage. In the future,China should build a cultural atmosphere to encourage fertility,establish a fertility support policy system to full cover the growth cycle of birth,breeding and raising,improve the economic subsidy system,and improve the infant care service system for 0—3 years old,so as to realize a long-term balanced development of China’s population.

    Based on the learning of existing works,generative AI greatly reduces the cost of human creation.While existing laws can answer most of the copyright-related questions posed by generative AI,the answers may not match the expectations of creators affected by generative AI. In particular,judgments on the principle of fair use are different in courts and legal cases of different countries. In addition to the learning phase of a generative AI,the output it produces may also be copyrighted. Since the relationship between AI generated works and human authors is complex and the digital content is globally distributed,copyright rules related to generative AI need to be updated at the national and international levels,rather than relying solely on judicial precedents for clarification.

    Digital linguistics is a new subject which studies the application and development of language in digital environment. Different from computational linguistics,digital linguistics has a broader research horizon.Its core goal,not only limited to the use of computational means to solve specific language processing tasks,focuses on the comprehensive collection,systematic management,fine analysis,and visual presentation of language data;it pays attention to the industrialization of research results,and is closely related to digital people. China has made initial progress in the field of digital linguistics research,yet,it can further develop infrastructure construction,the construction of disciplinary and educational systems,and the industrialization of research results. In the future,digital linguistics will show its unique value in more application scenarios including language education,public service,and business.

    A national language governance system is an important part of a state governance system.Constructing a scientific state language governance system is a prerequisite for realizing the modernization of the national language governance system and capacity of China. It is also important for building a new pattern for the governance of language affairs and for promoting the high-quality development of language affairs in China. The Chinese state language governance system is one that aims to efficiently manage language affairs,scientifically regulate language resources,properly handle language problems,actively eliminate language poverty,gradually improve resource efficiency,harmonize language affairs and life,effectively safeguard language rights,constantly enhance language vitality,and permanently protect language ecology. As a system to realize the modernization of state language governance,it mainly consists of the structure system,the function system,the institutional system,the method system and the operation system. It is systemic,classed,democratic,heterogeneous,cross-language,and cross-regional. Its construction should follow the principles of historical inheritance, goal orientation, democratic governance,rule-of-law thoughts,and China’s practice.

    Structural Characteristic and Optimization of Chinese Local Governments’Policy Networks for Combining Medical and Elderly Cares:Based on Provincial Government Policy Texts from 2014 to 2022

    Promoting the combination of medical and elderly care is an important measure to optimize the supply of elderly health and elderly care services in China. It is also an important way to actively respond to the aging of population and bolster the sense of gain and satisfaction of the aged people. The Ucinet6.0software is used to build a two-mode network and a one-mode network. A whole network analysis is done for every region of China and an ego-centered network analysis is done for their policy tools;the purpose is to explore the structure and characteristic of regional overall policy network combining medical and nursing policies formed by the local governments at different stages,as well as the network and characteristic oftheir use of policy tools at different stages. The results show that in the provincial governments’policies on the combination of medical and elderly care, mandatory tools are dominant and mixed tools are supplementary,while the function of voluntary tools is gradually weakened;inter-provincial government links are declining year by year;the policy network center is not unique,and the network power position is not unique;the late adjustment and innovation of policies combining medical and elderly cares are insufficient in some provinces;“family and community”occupy the central position of network in different stages;and the network power status of policy instruments presents phased characteristics. Therefore,in order to optimize the combination of medical and elderly-care policies in China,the use of voluntary policy tools can be increased and the use of policy tools can be better balanced;inter-regionally,policies can be formed for cooperation and the linkage of medical and nursing resources;and the construction of a longterm policy system should be strengthened to integrate local medical and nursing cares.

    Pre-reorganization aims to integrate the advantages of out-of-court reorganization and reorganization procedure. Its value goal can be realized by adopting the cognitive perspective of integrating different procedures. Based on the origin and goal of the pre-reorganization system,as well as the common pre-reorganization rules followed in other countries,China should construct a pre-reorganization system that integrates the out-of-court reorganization and judicial reorganization procedures,rather than the prereorganization judicial procedures currently experimented in certain regions. The pre-reorganization judicial procedures in experimentation blurs the boundary between prereorganization and reorganization,hollows out the value of reorganization system,and is not conducive to the function of prereorganization system. The pre-reorganization rules established by the procedures-through path should include full prereorganization and partial pre-reorganization,and clarify the information disclosure standards of the prereorganization,so that the achievements of the preparatory work in the pre-reorganization can be reviewed as far as possible by the court in the reorganization proceedings. Auxiliary institutions in pre-reorganization should not have the legal status of bankruptcy administrator. However,in order to improve the quality and efficiency of pre-reorganization and subsequent reorganization, legislation should strengthen the transformation of auxiliary organs into administrators in reorganization.

    Impact of Digital New Infrastructure on the Resilience of Industrial Chain

    As the underlying structure of high-quality economic development,digital new infrastructure is strategically significant for enhancing the resilience of China’s industrial chain and building a modern industrial system. The impact of digital new infrastructure on the resilience of industrial chain and its mechanism is discussed theoretically,and empirically,the relationship between the two is tested based on the panel data of 30 provinces from 2011 to 2022. It is found that new digital infrastructure significantly promotes the resilience of industrial chain. Mechanism analysis finds that digital new infrastructure boost the resilience of industrial chain by improving the stock of innovative human capital and the development level of digital finance. In terms of threshold effect,the impact of digital new infrastructure on the resilience of industrial chain has a marginal effect which displays the threshold feature from increasing to decreasing. Heterogeneity analysis shows that the promotion effect of new digital infrastructure on industrial chain resilience is stronger in the eastern region and the region with high science and technology investment level;in the sub-dimensions of digital new infrastructure,the impacts of information infrastructure and innovation infrastructure on the resilience of industrial chain are evident,while the impact of integration infrastructure is not evident.
