It is found out: when the insurer is the type of risk aversion, even in the complete information condition, the flood insurance contract cannot provide complete insurance to the insurer.When there are moral risk and monopoly pricing, the insurance degree will be further distorted. On strategic pricing, the disaster reducing efforts of the insurer are concerned with disaster rate. For reaching the non-distortion of social optimal disaster reduction, the price by insurance company should be restricted.

The absorption spectrum of sodium copper chlorophyllin produced by artemisia selengensis chlorophyll modification was studied. The stability of the produced sodium copper chlorophyllin in different pH, light and heat were determined. The results showed the absorption spectrum of the sodium copper chlorophyllin from artemisia selengensis leaf pigment was consistent with the commercial sodium copper chlorophyllin, and the product had good tolerance to acid, alkali, light and heat.

Hubei is a subtropical province in the inland region of China, it has a specific response to drought-flood disasters. Based on the monthly temperature and rainfall data from 17 meteorological sites from 1970-2013, with linear regression, spatial interpolation, Mann-Kendall test, Morlet wavelet, the SPI index and the other mathematical statistics method, to analyze the spatiotemporal difference of climatic change and the characteristic of the responses of drought-flood disasters. The results showed:( 1)In recent 44 years, the rainfall of Hubei reduced with the rate of 16. 16 mm/10 a and the annual average temperature rose with a speed of 0. 30 ℃ / 10 a.( 2) From the Mann-Kendall test, it was found that the abrupt change of the temperature took place in 1994 and then the temperature rose up sharply.( 3) The drought-flood disasters of Hubei were frequent, and the moderate, severe and extreme drought-flood disasters accounted a proportion of 31. 8% . The study proves that under the background of warming and drying, the responses to the climatic change had a characteristic of period and speciality, the droughtflood disasters embodied periodic law and the drought was prominent in recent years

Evaluation of cultivated land ecological security is greatly helpful for improving the state of cultivated land ecosystem and sustainable cultivated land utilization. Taking Hubei Province as the study area, establishes an evaluation index system based on DPSIR and entropy weight method, then uses GIS technology to make a quantitative research of the ecological security level and spatial characteristics of cultivated land. The results indicate that the level of cultivated land ecological security continuously improved from 2002 to 2011. The degree of cultivated land ecological security are generally divided into two stages, which are risk-sensitive stage in 2002-2006 and critical-fairly safety stage in 2007-2011.Moran's I indicates that the level of cultivated land ecological security in Hubei Province has spatial gathered characteristics. Moran's I in 2008 is highest. The partial self correlation indexes of 17 units show the ecological security level of cultivated land of each administration unit have spatial gathered and differential characteristics. The results are important to provide scientific basis and decision- making reference for ecological security alarm and prediction of cultivated land, and can improve cultivated landsustainable utilization.

For long-term and continuous monitoring of the railway bridge box beam temperature field and the bridge alignment of continuous rigid frame bridge, through the comparison of theoretical and measured value of excessive deflection in the midspan of girder, revealed the shrinkage and creep effects of the bridge. The common used domestic and overseas shrinkage and creep estimation models were compared, and the CEB-FIP creep model was selected for finite element analysis of the Yellow River large continuous rigid frame bridge. With the measured temperature data, and evaluation indexes which were inner and outer temperature of box girder, bottom and top temperature gradient, left and right temperature gradient, to analyze the temperature field distribution of box girder in four seasons in one year. Under the same temperature field, through the comparison of theoretical and measured value, it was found that the analysis results were consistent with the measured results, so it illustrates that the shrinkage and creep of concrete are the main reasons for excessive deflection in the midspan of railway continuous rigid frame bridge, the comparison results also illustrate that the improvement of stress difference of roof and floor of box girder can improve the long-term shrinkage and creep effects.

Towards the problem that serious affect the recognition rate of face, such as disguise ( e.g. ,scarves, sunglasses and hair) and facial shade by other objects, the face recognition algorithm based on fusion CLAHE and low frequency DCT coefficients transformation was proposed. Firstly, divided the image into several non-overlapping local patches, used the histogram equalization to do local contrast stretching on local sub-block and realized denoising. Secondly, with the appropriate number of low frequency DCT coefficients to eliminate the illumination change in face image. Finally, with kernel principal component analysis, to carry out feature extraction, and with the nearest neighbor classifier, completed the final face recognition. The effectiveness and robustness of the proposed algorithm were experimentally verified in extended Yale B, FRGC V2.0 and an outdoor face database. The experimental results showed the proposed algorithm achieved higher recognition rate when dealing with robust face recognition, compared with several kinds of linear algorithms.

Based on testbed network experimental research, investigated five congestion control protocols in Linux kernel, such as Cubic, Htcp, Hybla, Westwood and Veno in different network environments. The link utilization, RTT fairness and TCP friendliness were compared. Then analyzed the experiment results, and evaluated the advantage and disadvantage of these algorithms. On this base, considering Cubic and Veno, a new environmental adaptive congestion control protocol, named CVTCP has been designed and tested. The experimental results showed, the link utilization rate was fairly high without obvious reducing RTT fairness and TCP friendliness, the CVTCP has good environmental adaptability.

Aiming at the problem of high false alarm error rate of the classical SVD domain digital image watermarking algorithm, proposes a digital image watermarking algorithm based on IWT and SVD.Firstly, the algorithm performs 1 level of IWT decomposition on the copyright image to obtain 4 subbands, then performs the SVD transform to the 4 sub-bands. Secondly, it embeds the watermark image information directly into the singular values of the 4 sub-bands of the copyright image. It also proposes a digital signature authentication mechanism in the watermark embedding process to encrypte the watermarked image with the digital signature while processing the watermark embedding. Finally, before the watermark image being extracted, the digital signature is verified to avoid the problem of false alarm error. Experiments show that, this algorithm has good visuality and robustness to resist attacks.

Classification of decision tree is an important method in data mining. The basic ideas and common algorithms of decision tree algorithm are discussed, the decision tree mining is applied to students′ mental health data analysis, and to analyse the impacting factors on students′ mental health.With the C5.0 algorithm, performed by Clementine 12.0, the decision tree mining model was constructed, the data flow was also set, with continuous test and analysis, discovered that compulsion was the main symptom which impacted the mental health of students. To view the model with compulsion as the classification object, it can be find out that anxiety and social relationship also have big influences. The target attribute were set as anxiety_degree and social relationship_degree, output variables were set as the left nine factors, dug out the main factors which cause the compulsion, to provide the reference to the mental health domain.

Objective
To investigate the clinical effect of volar locking plate for treatment of distal radius fractures.
Methods
There were 68 cases of patients with distal radius fracture in the study.32 cases in the treatment group were treated with the operation of open reduction and volar locking plate fixation. 36 cases in the control group were treated with the manipulative reduction and plaster fixation. The radiale height , volar tilt , radiale inclination were compared , the Cooney scores were used to assess wrist joint function at 6th and 12th months after the treatments.
Results
The recovery of radiale height, volar tilt, radiale inclination in treatment group were better than those in control group ( P < 0. 05), The Cooney score of the treatment group at 6th and 12th months were higher than those of the control group( P < 0. 05), There were statistical significance between two groups.
Conclusion
The wrist joint function recovery of patients treated by volar locking plate fixation is better than that of manual reduction and plaster fixation. This method has satisfactory curative effect.
