But in the context of the rule of law in China,to uphold and improve the people’s congress system,when facing the reality of that the Leadership Council of NPC Standing expanding its right,such as leading NPC Standing obviously,from time to time exceeding its authority to make decision instead of NPC Standing,it is necessary to analyze the causes,to limit the powers of the Leadership Council of NPC Standing,to improve the people’s congress system.

For more than a hundred years from the establishment of Qing dynasty to the Qianlong period,the government legal system had experienced such a process:in the Shunzhi Period,the system generally followed that of Ming Dynasty,and it has been changed since the early Kangxi Period and formed a new system which took the Ministry of Justice as axis. In Yongzheng Period,the government promoted a refining reform for the Ministry of Justice. After the Qianlong Period,the Ministry took on heavy task and began to have positive impact on the whole system and formed a virtuous interaction. Such a process was an important guarantee for Qing Dynasty to ensure a steady rule of the great empire.

Poverty accompanied with the human society. In recent years,China’s economic development is rapid,poverty population is declining,but poverty still exists,especially in rural communities. In China’s rural ,with the weak foundation and a large number of poor,with the problem of back into poverty,the poverty reduction is difficult. We can say that our poverty reduction is largely to solve the problem of poverty in rural areas. Traditional economists believe that the economic growth is the effective means to solve the problem of poverty. However,the economic growth can reduce the poverty in a certain extent,but can not eliminate it permanently. China’s rural poverty is not only an economic problem,but a problem of complicated social development and institutional arrangement. Poverty is closely related to the capital. The rural China produces the poverty in economic,human,cultural and social rights. Increasing material capital,accumulating human capital,reproducing cultural capital,ensuring social right capital and building social relations network,to cultivate capital of rural,this is the effective new path to reduce the poverty in china rural communities.

Thodore W.Schultz pointed out that the transformation of traditional agriculture requires to give the “modern production elements”to farmers on the basis of family-run,with a particular emphasis on the role of human capital. Through the analysis of survey data from 358 farmers in Y County of Hubei Province ,we have used logistic model and found out that : age,education,social status may significantly affect on farmers’ technical service needs,while the relationship between age and technical service needs of farmers shows inverted U type,level of education has a negative effect on the demand for agricultural technology services,and there is a positive correlation between social status and agricultural technology services needs. Policy implications of this paper is that agricultural technology popularization needs cultivation of new agricultural management body,we have to create new ways to foster the human capital beyond education,and give fully consider to the farmers’different demand for technology in different social status in rural areas in order to reduce the difficulty of agricultural technology popularization.

As we know,Ge Mai is an imaginative Chinese contemporary poet,but the demarcation of experience and imagination in his poems is ambiguous. Though he has lived in north China,his personal statement and poems were full of strong“South”complex. What’s more,Ge Mai’s“South Poems”were permeated with the imagination about“South”. But these facts do not mean that Ge Mai is a“South Poet”. On the contrary,these facts have testified that the demarcation of“North Poems”and“South Poems”is inexistence. Ge Mai’s“South Poems”were in deep relationship with Borges’s poems and novels.Furthermore,Ge Mai’s “South Composition”has reflected his endeavor in poem language,and his endeavor is also full of imagination.

Poetry changes from the old to the new during the period of Late Qing to“May Fourth Movement”,came from both the language style construction and also the press of modern experience. But how to understand the intricate relationship between the interior and exterior of the genre,and to avoid dispersing them,or unreasonable combination,this is just the key and difficulty to study the poetry of this period . Thus “speaking way ”may be explained as that modernity would become a mix of internal and external at language “perception”,it lies in the lines interwoven with form and experience,changing the poem,while being changed by the poem. So,the“speaking way”must get rid of static,inert structure,in order to overcome the problem of timing and get legitimacy from philosophy and aesthetics. It comes to be concern of poetry history from poetic appeal,and in the two mutually demonstration,finally,as a concept with dual aims of poetics and history of poetry,it reflects the dialectic character of structure and movement,synchronic and historic. On this basis,the poetry of this period kept fighting between style and experience,it can properly be understood as a process of movement and reconstruction.

Raymond Aron is an important intellectual in France in last century. In this article,we will try to give an overall view of his political philosophy in the frame of the political sociology. Generally speaking,he advocates a reasonable politics built on an equilibrium analysis of social structure,which considers the politics both as a progressive historical process and as an art of irreversible choice and a long-term plan. The politics,as it seems to him,is actually the outcome of judgments and choices flowing together of all participants of history,even if sometimes it appears to be the result of a plan beforehand. From this emphasis on the autonomy of man,his liberalism adjusts that of Hayek,who overemphasizes the economic factor,and assimilates critically the division between formal freedom and real freedom in the sense of Marx,and arrives at a conclusion in-between,namely,a kind of political liberalism. For us,what he has done shows not only the respect for human nature,but also the anticipation for a good civil society.
