Critical illness insurance program that covers both urban and rural citizens is an institutional arrangement to prevent people from“falling into or returning to poverty because of illness”.Starting from spontaneous exploration by local governments, to piloting in a few regions by six ministries and commissions, to the central government’s promotion throughout the country, the critical illness insurance policy has experienced continuous adjustment and improvement. overnment purchase of the insurance service is the result of local governments’years of exploitation and practice and, therefore, under the background of furthering the medical reform and the overall transformation of public management, the introduction of this policy is historically inevtable. The evolution of the policy has gone through three phases: spontaneous exploitation, piloting, and promotion; this paper attempts to evaluate the policy’s effectiveness in each stage in the aspects of fairness, efficiency, and quality. The paper believes that the critical illness insurance should be defined as a supplementary assurance operated by insurance companies through strict governmental monitoring. Together with basic and commercial insurances and charitable assistance, it forms a multilayered protective system for people who suffer from serious illnesses. This will positively optimize the medical protective system and mechanism and push forward the transformation of government administration; it will help enhance the fairness, efficiency, and quality of the medical insurance service.

After the Nie Shubin case was retried and announced not guilty of criminal charges, some people still have such views as“only legally innocent but guilty in fact and Nie might be the murderer”; these views reflect that the principle of presuming the accused innocent unless he is proven guilty cannot completely convince the public. In a country where the objective truth is tirelessly sought, the real criminal having not yet been brought to justice can be the superficial cause of the failure to convince the public, the fundamental cause is people’s misinterpretation of the principle. This paper suggests that to make acquittals based on presumption of innocence convincing, more work should be done to interpret the law to the public through individual law cases and the principle of presuming innocent be written into the criminal procedure law when it is amended.

Abstract:Behind Mu Dan’s most important war-themed poetry of the 1940s hides a grand political ideal, a modern political consciousness whereby to overcome and“digest”the cruel war experience; though this consciousness can hardly get away from the liberal groups and the scope that is defined by their democratic and liberal ideology, it leads Mu further towards its spiritual foundation. The relationship between Mu’s religious and democratic consciousnesses, therefore, has become a topic that is worth studying. At the back of the general social picture of Mu’s poetry there is a more powerful Christian picture. Provoked by the war experience,Mu undergoes a spiritual mutation from historical justice to transcendent justice, but both aims to fulfill a poetic justice. The religious consciousness in Mu’s poetry provides his democratic consciousness and imagination with a corresponding moral content.

The governance culture regulates,guides,and promotes the political life of political communities;it is the key to the Party’s self-construction so as to improve its governance capabilities and also the key for a ruling party to exercise its cultural leadership. In the context of direction change of visual culture,the CPC’s governance culture has had the same change in behavioral,organizational and institutional,and ideological cultures. Meanwhile,the construction,practice,expression,and dissemination of the governance culture in the visual age have encountered crisis and challenges: the ubiquitous gaze of cameras,the cheating of political shows,and the loss of visual persuasiveness. Therefore,on the basis of inheriting and developing the excellent traditional governance culture,the construction of the visual age governance culture should be carried out in three dimensions: 1. do a good job in the construction of governance image culture through“grooming oneself in front of the mirror”;2. do a good job in the construction of governance organizational culture through“preventing social servants from turning to social masters”;3. do a good job in the construction of governance institutional culture through“exercising power in the sunshine”.

Wang Yangming’s doctrine of“unity of knowledge and action”is based on his conscientious cosmology and the knowledge-action unification is reflected throughout the doctrine of conscience. The process of conscientious cosmology’s metaplasia presents five dimensions of unity of knowledge and action: the unity of undiscovered conscience; the unity of undiscovered and discovered consciences; the unity of man and other things after the discovery of conscience; the unity of mind and body after the discovery of conscience; the unity of mind’s consciousness and mind’s emotion and intention after the discovery of conscience. Wang’s doctrine of“unity of knowledge and action”is the epitomization of the traditional cosmology and epistemology and is a precious property we should inherit.
