Abstract: Urbanization is the inevitable course of modernization in China, and peasant laborers, a special group in the shift of the rural labor force into the city, are sure to appear in our society in which the political reform lags behind the economic restructuring. With the acceleration of urbanization, they will be caught in a dilemma, so the present policy and system to solve this problem.
