Abstract: By utilizing the dynastic and the nationalistic force, Bismark founded the second Deutsches Reich. Because of his viewpoint on nation and state remained on the basis of autocratic rule by feudal dynasty, the unified Deutschland was not a nation-state in its modern sense, and there still existed the crisis of legality and national problems.
