Abstract: Abstract：With the increasing mobility of elements between urban and rural areas in China，the power and function dilemma，caused by the closed allocation of rural residential land under the framework of“two rights division”has become increasingly prominent. The closure has blocked the mobility of elements between urban and rural areas，resulting in the imbalance of urban and rural development. A framework for the analysis of “three rights division”of rural residential land based on the mobility of elements between urban and rural areas is constructed. Taking the basic requirements of urban-rural elements mobility as a logical starting point，the framework explains the basic functions，direct functions，and ultimate functions of the“three rights division”system. On ths basis，the realization form of strengthening the ownership of rural residential land， guaranteeing the qualification rights， and revitalizing the utility rights is systematically analyzed from the perspective of integrated urban and rural development.
