A national language governance system is an important part of a state governance system.Constructing a scientific state language governance system is a prerequisite for realizing the modernization of the national language governance system and capacity of China. It is also important for building a new pattern for the governance of language affairs and for promoting the high-quality development of language affairs in China. The Chinese state language governance system is one that aims to efficiently manage language affairs,scientifically regulate language resources,properly handle language problems,actively eliminate language poverty,gradually improve resource efficiency,harmonize language affairs and life,effectively safeguard language rights,constantly enhance language vitality,and permanently protect language ecology. As a system to realize the modernization of state language governance,it mainly consists of the structure system,the function system,the institutional system,the method system and the operation system. It is systemic,classed,democratic,heterogeneous,cross-language,and cross-regional. Its construction should follow the principles of historical inheritance, goal orientation, democratic governance,rule-of-law thoughts,and China’s practice.

Both basic public service and common prosperity are inclusively beneficial and care about people’s livelihood,with their values coupled. Based on the provincial panel data from 2011 to 2020,the modified coupling coordination model is used to estimate the coupling coordination degree between the equalization and accessibility of basic public services and common prosperity;and the non-parametric kernel density estimation method is used to describe the development trend and evolution characteristics of the coupling levels of various systems in the country and its four major regions. The results are:First,in terms of comprehensive development level,the basic public service qualities and common prosperity development levels of the country and the four regions are on the rise,and the levels of the former are generally lower than those of the latter;secondly,the coupling levels of two subsystems and three subsystems exhibit similar characteristics in their development trends and variations,and the relative levels increase year by year with great disparities between and within regions;finally,in terms of the dynamic evolution of the three subsystems in China,the coupling development level is a steadily growing,with the central and northeast regions differentiated in some years. Therefore, on the basis of a comprehensive understanding of the matching status of basic public service quality and common prosperity,countermeasures are put forward to promote the further integration and development of basic public service quality and common prosperity.

In the past,China’s domestic research on the non-profit sector was mainly based on the idea that social organizations reflect the society,and has made a lot of progress in study of the state-society relationship. But this idea is increasingly challenged by the difficulty of explaining the reality. Due to the process of Chinese modernization and the continuous driving force of the folk society,China’s social form has experienced three stages of development from simple to three-dimensional and then to extensive participation. In this process,the public welfare sector has attracted the widest range of social subjects to participate in its public interest goals,and has generated abundant practices of diverse social subjects and extensive relationships;it has become a huge vanguard force in promoting social development. This trend is pushed to a new height by the rise of Internet public welfare. The former research idea that social organizations reflect the society can hardly explain the current social situation in which the subject is more diverse,the configuration is more three-dimensional,and the connection is more universal. It is necessary to promote the research of state-society relationship to adopt the idea that social public welfare reflects the society for accurate and in-depth interpretation of the current state-society relationship. The change of research ideas is not a negation of the previous idea,but an adaptation of it to the times and a powerful development.

Under the new background of population policy changes,how to play the role of fertility support policy and increase fertility rate have become an important issue in the fields of population and public policy in China. Using the academic publications in CNKI database from 2013 to 2023 as samples,the CiteSpace visualized econometric analysis software is used to analyze the knowledge map,characteristics,and future research trends of researches on China’s fertility support policies. The results show that the research hot spots of fertility support policy mainly focus on fertility intention,the theory and experience of fertility support,and related public policies. The evolution of fertility policy from 2013 to 2023 can be divided into two phases:The first phase,from 2013 to 2020,is the initial stage,and the second phase,from 2021 to 2023,is the rapid heating-up stage. In the future,China should build a cultural atmosphere to encourage fertility,establish a fertility support policy system to full cover the growth cycle of birth,breeding and raising,improve the economic subsidy system,and improve the infant care service system for 0—3 years old,so as to realize a long-term balanced development of China’s population.

The professionalization of lawyers follows closely the construction pace of China’s legal system,and is continuously developing under the influence of the legal community concept. The practice of public welfare protection in the transitional society has gradually given birth to a new group of lawyers. Public welfare defense lawyers actively intervene in disputes of social interests, enhance public welfare protection,and satisfy the demands of individual rights or group interests;then they need policy optimization and even institutional reform,which has a conspicuous professional nature. In the practice of public welfare protection,by“extending”the legal issues of a specific case,public welfare lawyers use the case to influence public opinion,thus turning the case into an event. After successfully obtaining“the concern of stability maintenance,”they should turn the event back into a case,activate institutional resources,and re-legalize the public welfare case,so that it can finally be properly handled within the institutionalized channels. Grasping the action strategies in the process of public welfare protection,highlighting the goals and directions of public welfare protection practice,and expanding the institutional reform effect of public welfare protection,it is conducive to enhancing the group cohesion and professional integration of public welfare lawyers,and finally realizing the institutionalization of the emerging legal profession of public welfare protection.

The theoretical construction of a contextual poetics is consistent with the reality of literature and art in the multi-media era,and also with the academic trend of literature and art theories in the 21st century. Defining the concept of literary context stipulates the basic connotation of its dimension construction,that is,its relationship,meaning,and field. The iteration of the concept of context in Chinese and Western literary theories has formed four internal dimensions of literary context:The intratextual context emphasizes the relatively independent context domain formed by the organic nature of the internal structure of literary works;situational context is concerned with the“scene”dimension when literary meaning is generated;world context refers to the non-linguistic dimension related to the value of literary works;and inter-contextual context is the relevant compositional,variable,and relational context formed between different context dimensions. The relationship between the aforementioned context dimensions is not one like a“joint,”but one like the“flowing water.”This relationship can be effectively supported by the ontology of Chinese classical poetics,which emphasizes wholeness,life,and intuition.

Since 2013,China has encouraged small-scale farmers to fit into modern agriculture in the wave of“New Agricultural Revolution”. In this backdrop,Giddens’interpretation of the autonomous action ability of actors is utilized to make a longitudinal time and multiple cases study on the industrial poverty alleviation model of three former poor villages in Guanyang County,Guangxi. The result reveals the internal mutual construction mechanism between small-scale farmers’independent production capacity and modern industrial models. Specifically,compared with the contract type and the employment type,the unification-and-separation combined industry pattern constructs a“quasi-daily production situation”for smallholders. In this situation,small-scale farmers have formed a complete structure of consciousness and stably stayed in the consciousness of practice;their independent production capacity has been fully activated; a long-term interactive promotion relationship has been formed between smallholders and agricultural modernization,and a sustainable development pattern has been formed between their capacity improvement and industrial development. Therefore,in the process of rural revitalization,the state should make overall planning and play the driving role of agricultural capital,the production role of smallholders,and the role of constructing village and community collectives. Thus,small-scale farmers can gradually integrate into modern agriculture in the mutual symbiosis of tradition and modernity.
