Conflicts over land rights in rural China are of mainly three types:conflict over land expropriation and housing removal,conflict caused by law enforcement on illegal constructions,and conflict in land transfer. These conflicts have the characteristics of high frequency of occurrence,strong resistance,and wide influence,and they tend to evolve into a systematic“land risk”in grass- roots governance. Rural land-right conflicts are the result of comprehensive factors such as divided land rights and weak local governance;a complex impetus system induces their occurrence,spread and evolution. The governance of the conflicts must take into account the following factors:the interaction among property rights units,rural social elements and governance units;the promotion of a benign reform of grass-roots governance through gradually-advanced development of land-right ownership;and the maintenance of unified rules for implementing land rights by improving the structure and functions of the grass- roots governance. Therefore,it is necessary to resolve the conflicts over rural land rights by promoting the cultivation and development of land rights,constructing a land benefit- sharing mechanism with the concept of equity and justice,reforming the shareholding system to promote the farmers’self-governance ability,and in addition,by upgrading grass- roots governments’concept of land management and providing public services to help farmers who have lost their land change their livelihoods.

In the process of shooting and editing ethnographic films,some filmmakers are willing to include their own images and voices in the films while others refuse to do so. This paper holds the idea that they should appear in the films they make in appropriate scenes and time and in their appropriate status of relationship. There are three reasons:as media that interpret cultures,ethnographic films should present the result of the influence and stimulation of the makers and cameras on those being filmed;as evidences of such interpretation,they will achieve the desired credibility only when their makers appear in some scenes;and as results of intercultural exchanges,they ought to reasonably present the evolutionary process of relationships and the scenes of interactions between the makers and the people photographed. Certainly, the makers must control the“appropriateness”not to appear in the films simply for the purpose of “appearance”. This is because ethnographic films are man-made products jointly created by the makers as “men”and the photographed as“men”through mutual respect and communication.

The discussion of film narrations itself is a problem domain that floats with contexts and levels.Chinese films’narrations and poetics can be discussed and analyzed separately from their commercial and artistic perspectives. These two problems have two different directions and solutions and each has its own levels. On the commercial level,films must solve the problem of cultural acceptance and properly deal with the relationships between national and global cultures and between the mainstream cultures and the subcultures;they must consider how to raise their consciousness of accepting esthetics;they must also meticulously advance narrative skills and strategies. On the artistic level,filmmakers must establish the film poetics,form a Chinese mode of code for film plots,and stick to the ethical baseline. A network built up in this way for people to explore the problem domain and solutions is meant to clarify the discourse relations for the question of“on which level is the discussion of Chinese films’narrations legitimate?”and to ensure that the discussion is objective.

Based on the 2000-2016 panel data of 30 provinces in China,this paper uses the Malmquist index method to measure the upgrading levels of industrial structures,and makes a quantitative analysis of the impact of foreign direct investment (FDI) and environmental regulations on industrial structure upgrading by constructing a spatial autoregressive model(SAR). The results show that:there is positive spatial correlations among the level of industrial structure upgrading,FDI,and environmental regulations,and there is a positive spatial autocorrelation in the upgrading level;both FDI and environmental regulations have significantly promoted the upgrading of industrial structures,but the interaction between FDI and environmental regulations has a negative impact on the upgrading;economic growth,industrial scale,technological innovation,infrastructure and human capital have an active role in promoting the upgrading of industrial structure,while government taxation has a considerable negative impact on the upgrading.
