The wave of urbanization has brought a large number of rural people into cities and the peripheral areas become their homes. However，industrial transformation and upgrade tend to rely on a large group of highly qualified personnel and cities can be nice places for entrepreneurships. In recent years，some cities’population policies have gone to two extremes：they purge the living spaces and some of the low-income settlers and at the same time use favorable policies and financial incentives to attract talent. These exclusive policies result in the breaking of the entire urban economic eco-chain，an increased demand for basic public service，a certain waste of talented people，an imbalanced development between cities，and more difficulties in social conformity. A city’s industrial structure is the decisive factor of its population structure，so letting the market rather than authorities’power to influence the movement of people should be the ground rule for making population policies. Openness and inclusiveness，instead of the opposite，are the value guidance for the population policy on urban settlers.

While the world is seeking inclusive development，China has again launched the“battle to fight against poverty”. To increase the effectiveness of poverty alleviation，we must further improve our approaches for poverty governance. Multiple causes and different types of poverty naturally result in various policy appeals. As finance is an important medium in resource distribution，an inclusive financial system needs to be established to respond to these appeals. Inclusive finance is not only good for classified poverty governance but also for a better coordinated governance among the government，market and social sectors.This will encourage more social resources in various ways to involve in the alleviation efforts，stimulate the aid recipients’enthusiasm and sense of responsibilities，and avoid problems，such as moral risks，that tend to be caused by gratuitous assistance. To create more favorable conditions for a classified and coordinated poverty governance，we need to constantly innovate our measures，learn from successful international practices， push forward the“delegating power and optimizing service” comprehensive reform，and speed up the development of inclusive finance.

Poets in the 1980s presented a noticeable attitude in their poetry composition：“towards future”，an attitude not unrelated to the social context of the time. One representative is Luo Yihe whose poems were based on the cultural status quo of the 1980s and were objectively critical of flows in traditional culture. According to him，the“river”of the agrarian civilization will inevitably merge into a broader “sea”，and only in this way can the Chinese culture achieve greater development. As for the negative phenomena in the 1980s，Luo，in his poems，also had sober recognition and reflection. He believed that his generation of poets were destined to be the“pioneers”on the long poetic road ahead and pave the way for the new generations to come，reflecting their social responsibilities.

Rule of law is China’s basic strategy of governing the country and China’s century- long political choice to conform to the world trend and to move to a more advanced social form. For a long time， scholars，in face of opportunities and challenges in the rule-of-law process，tend to attribute all problems to institutions and overlook the dialectical relationship between institution and ethics，witch is rooted in humanity. Since the late 1970s， under the impact of highly materialized market economy and commercialized values，rule of law in China has presented a state of imbalance between institution and ethics，revealing the fundamental frailty of modern professional ethics which is based on the baseline of fairness. As the embodiment of institution and ethics in the context of judicial profession，the basic approach of China’s judicial reform was to build an institutional system that guarantees the judicial authorities to perform their duties in accordance with the law. However，this reform still separated the relationship between the two. Institutional system and professional ethics are the two sides of justice and both cannot be neglected. Judicial professional ethics can make up for the shortcomings of judicial institutions and can direct，evaluate，and regulate judicial acts. Therefore we must not over rely on institutions，instead，we must place equal emphasis on both institution and ethics. The construction of judicial professional ethics can promote judicial fairness and become a forerunning project of judicial reform and rule-of-law strategy.

The opening of the capital market to the outside world is one of China’s important national development strategies in the new era；cross-listing is both a major means of capital transfers around the world and an important indicator to measure the degree of openness of a country’s capital market. Currently，a safer approach for cross-listing in China is first to pilot direct listing of red-chip companies domestically and then expand to all foreign companies while systematically establishing a set of relevant rules over the international- board market. Under the requirement of rule of law in finance，listing qualifications should be clarified and regulated in the framework of the security law and corresponding listing criteria should be set according to different legal factors to effectively reflect the characteristics of cross-listing and to attract high-quality red-chip companies to return. Direct listing procedures can be appropriately simplified and efficiency be improved for red chips in the context of different markets’regulations and their performances and information that the companies have disclosed. General or fundamental standards of other countries’mature information disclosure systems should be taken as a reference and differentiated rule design for the disclosure should be made according to the characteristics of red-chip enterprises.

Dong Zhongshu’s reform thought includes both theoretical construction and practical conception. Specifically，its content has three aspects：first，the new ruler’s reform thought based on the idea that the emperor must accept the guidance of the heaven；second，Confucius’reform theory that is established through a creative interpretation of the Chunqiu Scripture；and third，the Han Dynasty’s conception of reform that revolves around change in face of the social reality of the early Western Han Dynasty. These three aspects are closely related. The new ruler’s reform thought has laid a theoretical foundation for the Confucius’reform theory；the two theories，one with the authority of the heaven and the other with the authority of Confucius，jointly illustrate the necessity and ationality of the reform of the Han Dynasty on the theoretical level.
