During the period of Anti-Japanese War，the national government regarded normal education as an important spiritual defense，and therefore initiated the event named“the normal education movement week”to promote normal education. It was the first such activity organized at the state level in China’s modern educational history. Seminars，speeches，radio broadcast，scholarship award ceremonies，and special newspaper issues，all brought about a wave of enthusiasm for normal education in KMT- controlled areas and practical measures were also taken to enhance teachers’status.“Teaching is a holy career”became the slogan of the time. The event greatly increased the public’s awareness on the importance of normal education and left an remarkable record in the education activity history of modern China.

Mass education centers were the main organizations to educate the general public and transform the grass-roots society during the period of the Republic of China. Wuhan，as one of the major regions under the rule of the national government，was very active and did a good job in developing mass education centers，especially in the 1927—1937“golden period”of the Nanjing national government. Diversified and fruitful activities were carried out in these centers，typically in the Hubei Provincial Experimental Mass Education Center and the Hankou Municipal Experimental Mass Education Center. The main concerns of the centers include eliminating illiteracy，improving the public’s self-governance capabilities and productive skills，and helping the public stay away from unhealthy customs and habits. Although the services and activities had a strong political slant，they created a“public cultural space”indispensable to people’s social and cultural life. The centers served to popularize social education，improve public culture，and shape citizen awareness，and had basic，educational，social，and innovative features.

Character evidence is a characteristic of foreign evidence systems，particularly the British and American systems，however，there were also signs of using character evidence in ancient China. Although it is not yet officially recognized in China’s procedural law，it does exist in juridical practice. Establishment of the character evidence system needs to review British and American laws and take into consideration the acceptability of the evidence，vigilance，litigant’s role，as well as ancient China’s ideas of benevolent punishment and responsible jail investigation. In practice，the social investigation system for juvenile suspects and individual cases that highlight social reasoning also have favorably confirmed the establishment and application of the character evidence system. The establishment of this system with Chinese characteristics has important historical significance in the evidence system’s reform and development.

During the late Qing dynasty period，the national integration power was weak and the society was divided. Facing internal and external difficulties， the Qing government began to exercise reform and constitutionality. A good constitution has the function of integrating the nation and the society，because it builds consensus，contains different values，and the constitutional system absorbs opposition forces，regulate social mobilization， and put them in the present social and political framework. But one of the two constitutional documents issued in the late Qing period not only failed to integrate the society and the nation but intensified contradictions，and the other missed the opportunity，hence the failure of the constitutional integration and the impossibility of constitution within the existing political framework. As a result，revolution overthrew the empire. A good effective constitution and a moderate powerful state are the two fundamental conditions for national and social integration.

The formulation of the basic categories of core socialist values has achieved periodic，temporal，and innovative theoretical progress but still needs to be further condensed and compacted. Interpretation and analysis of the basic categories and understanding of the correlations among them are the theoretical precondition and foundation for future work. Theoretical research work must solve the three relations that exist among the categories，namely，universal and particular，progressive and popular，and realistic and longterm natures. A condensed summary of the relations among the basic categories will produce a better method to formulate the core socialist values and to meet the needs of the general public.
