As part of the proposed new sixteen words guiding principle of legal construction,scientific legislation conforms to the current situation of that China’s socialist legal system has been formed,it may grasp the principal contradiction in our legislative field,highly targeted. Scientific legislation refers to that,legislative activities,as purposeful,conscious ones,on the basis of that with full understanding and respect for the objective law of development of things,should accurately respond to the objective legislation demands of reality of social life,to achieve unity of subjective and objective. This new sixteen words guiding principle does not highlight the democratic legislation,not meant to undermine it,nor more negation of democratic legislation. Moreover,to achieve scientific legislation,the role of democratic legislation also should be in the affirmative.

The hearing system comes from Due process of law in U.S.A,and it absorbed the value of deliberative democracy,then entered the legislative field. The system is growing so fast in China that even the hearing appeared on the Internet. But with a lag of Chinese inherent political and cultural tradition and the backward of commodity economy in China,the legislation hearing system of China has many inherent problems. With elite politics for long time and the misguided public participation in recent decades,moreover the prevalence of instrumentalism of the legislation hearing system,the system got into trouble in China. As a cornerstone of rule of law,the justice of the procedure can cause the transition that from the government-dominated authority to ration. The idea of process embodies the independent value in the legislation hearing process and promotes the result of rational choice,while it establishes the negotiate rules. When the idea of process is being deepen and broaden,a perfect accordant legislation hearing rule will appear.

Within recent years,four Chinese long poems came out: Phoenix by Ouyang Jianghe,Longevity by Xi Chuan, Historical Records by Bai Hua, Inland Research by Xiao Kaiyu,most of which were products of that poetry strongly“turning”to complex life scene of contemporary China,and they have shown a collective steering of writing in this generation poets. It seems to have met the expectations of many readers and critics,and even have met the needs of some sinologists to look for contemporary Chinese metaphor. However,as for the plights of two aspects of contemporary Chinese long poem,the accuracy and integrity,or in terms of skill and idea,these works have many deficiencies. As looking from writing position in their writing,their non-poetic stance has not successfully been converted to word position,yet has disturbed their writing. An ideal long poem should poke away the clouds of“reality”,and show us a new charming“reality” with language,this is the cardinal it should pursue .

As a sunrise industry in the 21st century,cultural industry has been booming in our country more than 10 years. In expanding consumption,stimulating domestic demand,adjusting the structure,promoting growth,it has played an increasingly important role. But due to the vast country,many ethnic groups,different economy,various culture,the development of cultural industry in different regions is not balanced.Compared with other countries,China’s cultural industry is far lower than developed countries and some emerging market countries. And from 2011 to 2013 was an important period of the development of cultural industries. Based on 2011-2013 data of 31 provinces(municipalities)of China,with use of factor analysis,we could build a certain model,from a geographical perspective,to analyze and evaluate the development of cultural industries of the four regions of eastern,central,western,northeastern,and find out the main differences and reasons of that,before we make recommendations accordingly.
