Chinese Off-Site Medical Dilemma and Path Optimization Research

Abstract: Medical insurance system is an important part of Chinese social insurance system,related to the vital interests of each citizen. In recent years,Chinese has established and gradually improved three medical insurance systems:the basic medical insurance for urban employees,basic medical insurance for urban residents and the new rural cooperative medical care,which have effectively alleviate the problem of that medical difficult,expensive,reduced patient burden of medical expenses,succeeded to ease the growing tension between doctors and patients conflicts and to promote the social stability and social harmony. The current Chinese basic medical insurance system is with territorial management. The Off-Site medical has become more and more popular,while the medical expenses increasing year by year. The Off-Site medical needs and territorial management policy are inconsistent and give rise to problem of that difficult to reimburse the Off-Site medical expenses. Learn from the advanced idea and practice of Off-Site medical in European Union,we may put forward several policy thinking to optimize the Chinese Off-Site medical policies .
