Abstract: In “the Twelfth Five-Year Plan”, the development of cultural industry should be well accorded with the growth in cultural consuming demands, which should be well corresponded with the economic development and the development of people’s livelihood. Because of this, a specific assessment system is needed to make an expecting evaluation on the goals of “coordingating growth” established in “the Twelfth Five-year Plan” and to predetermine how cultural industry becomes supporting industry of national economy.
