Strategically it has something to do with the international dissemination of the Chinese language and even its position and role in the life of international languages. In dealing with the problems such as serious shortage of teachers and insufficient provision of textbooks, the author suggests that the three parts (namely, the government’s decision, the concerned organizations’ operation and the popular identification) should fulfill their respective functions thoroughly and complementarily so as to further Chinese in gaining perfected international right of utterance.
