Abstract: The protection of farmers’land rights and interests comprises the main content of the protection of farmers’general rights and interests，and it is the key to solving the“three rural issues” . The protection of farmers’land rights and interests must be guaranteed by law and legislation at the local levels is an important means in this respect. The experience of local legislation is characteristic of implementing higher-level law，regional features，democratic process，innovative content，meeting objective needs，and reflecting an exploratory spirit. Local legislation for protecting farmers’land rights and interests is still in the process continuous improvement；it will aim to be more systematic than segmental，innovate regional coordination， reduce legislative cost，weed laws，prevent conflict rules，emphasize human care，and avoid extreme regionalism.
