The Historic Examination about Time and Space Utilized by Ruling Ecological System of the Communist Party of China

The issue of time and space utilized by the ruling ecological system of the Communist Party of China is associated with that of optimal control. In reviewing history and summing up experience, the utilization of time and space of the ruling ecological system of the CPC were relatively fine in the most of time. The practice in the new period shows that the ruling ecological system of the CPC is basically correct in the controlling of time, in the utilizing of space and in the regulating and controlling of the relationships among time, space, material, energy and information, the degree about optimizing the system is greater, its controlling ability has been strengthened and its ruling ability has been improved.

Before seizing state power, the Communist Party of China had practiced successful ruling in three periods in parts of China, i. e. from establishing temporary central government of Soviet Republic of China in the central Soviet region in Jiangxi Province, to establishing anti-Japanese democratic power in Yan’an, and to establishing people’s government in Northeast China. In practicing ruling in the three periods, the CPC had been taking constructing clean government as the most important content of self-construction. The CPC construction of the clean government in the three parts of China was not only with outstanding historic characteristics and rich contents, but also had made outstanding achievements. It not only guaranteed the justice and cleanness of the Party and the revolutionary power in the periods ruling in parts of China, but also promoted healthy development of the revolutionary cause and laid solid political foundation fro the final victory of the Chinese revolution. The earnest summery of the historical experiences is with important realistic significance in improving its present ability against corruption and maintain Party’s advancement.

Social justice has become a more and more noticeable problem in the contemporary social development in China, and the construction of theory about the social justice should be carried out cautiously. In order to construct contemporary outlook of social justice with Chinese characteristics, we should take Marxist social justice ideology as guidance, and critically examine Rawls’ and Nozick’s theories of social justice and the outlook of the social justice passed down by Chinese traditional culture. We should take their essence and discard their dross for providing theoretic guidance for realizing social justice.

Constitution implementation by law is the realization of internal living modes and external social order. The provisions of constitution text must be implemented by specific law, which enforces the constitution. The hierarchy of law system determines the constitution implementation by the specific law. The spirits and value of the constitution dominate specific law field. The constitution makes its standardized text, its value spirit, its fundamental system and its policy declaration into procedures of legislative power, judicial power and administrative power. Once there is no constitutional query, the constitution will be implemented properly.

The troubles from the practice of the administrative petition system of our country are due to the fact that its consultative ration is not legally demonstrated. Thus, the aim for our country’s reform of administrative petition system should be to construct administrative petition as demonstration and to increasingly strengthen the platform of administrative consultation system in the legal context of modern administration. Only by strengthening administrative consultation can the retrieval of value for our country’s administrative petition and the demonstration of system ration be promoted, so as to make administrative petition highlighted in the consultative ration between administrative body and citizens, to promote the two sides of the main bodies in perfect interaction, to make rational cooperation active and to push the development of our country’s administrative rule by law and good governance.

In the over-all environment of constructing geological parks in China, the construction of geological parks in Hubei also begin to take its shape, and Mulan Mountain has already become one of the six geological parks in the state level. The national geological park of Mulan Mountain is with rich geological heritage, good regional traffic conditions, but its disadvantage is insufficient propaganda and promotion and poor management. Its opportunity is demands for geological parks, the active support from the government. And the threat to its development is fierce competition of ecological tour and poor brand advantage of the park. We should gradually promote the construction of Mutain Mountain geological park by sustainable development, scientific management, personnel resources, exploitation and protection and propaganda and marketing.
