Abstract: The issue of time and space utilized by the ruling ecological system of the Communist Party of China is associated with that of optimal control. In reviewing history and summing up experience, the utilization of time and space of the ruling ecological system of the CPC were relatively fine in the most of time. The practice in the new period shows that the ruling ecological system of the CPC is basically correct in the controlling of time, in the utilizing of space and in the regulating and controlling of the relationships among time, space, material, energy and information, the degree about optimizing the system is greater, its controlling ability has been strengthened and its ruling ability has been improved.
