People’s petition system is an important system with Chinese characteristics reflecting masses’ benefits created by the CPC. At the beginning of the foundation of the People’s Republic of China and facing complex situation home and abroad, the creation of people’s petition system carried out and developed Marxist theory about masses’ line. At the early stage of the People Republic of China, the creation of the Party’s people’s petition system experienced three stages of theoretic preparation, legislation and practice, and the process of creation showed that the Party and leaders of our government paid special attention to the characteristics as establishment and improvement of the organization, introduction of talents and reform of working methods. Special attention and guidance of the leaders of the Party and the government, the main stream concerning consolidating newly-born power and recovering economy and the purpose of taking as the purpose of the political movement promoted and mobilized by the Party and the government are the historical experiences obtained at the early stage of the foundation of the People’s Republic of China. Probing into people’s petition system at the early stage of the People’s Republic of China will is with important historical significance and realistic significance in improving petition work in the new periods.

Ways in applying for legal remedies for damages caused by weather modification are many, one of which is judicial remedy of the law court, an important one. The court should promote the idea of taking legal management as a stand, and protect civil rights by the principles of carefully, properly and tactically selecting laws. University student dormitory is an important place for the work of the Party’s development and ideological political education among the students, but it is often neglected as a education place for the university student work. By analyzing the findings made from the questionnaires about the function of the student Party members in the dormitory, they are generally active and progressive in behavior in the dormitory, and their pioneering roles are acknowledged by the other students. But roles played by part of the Party members are poorly evaluated by the non-party members. Their pioneering function in the dormitory is not acknowledged. The reasons for this are their weak consciousness of models, being short of activeness, few chances of practical activity taking service as subject made by the basic Party organizations, inefficiency of effective monitoring and encouraging mechanisms, etc. Thus to probe into the methods for the Party members to make the effective function in the dormitory, and the pioneering and modeling function played by the Student Party members are inevitable choice for the ideological political work for the university student Party members in the new era.
