Abstract: Nowadays, municipality-governing-country system is a system with many serious disputes in re-dividing Chinese administrative regions.Municipality -governing-country system played very important role in special historical periods and in special regions. Though now the municipality-governing-country policy is facing more and more problems, reform is a general trend. Taking Zhejiang Province as an example, the paper discusses implement process and operation problems of the policy from the angle of scientifically carrying out the policy, and it will be of great significance to how to generally manage municipality-governing-country system.
