Abstract: To teach and cultivate students is the principal task of the Party organization at the basiclevel in universities. It is necessary to reinforce cogently the construction of the Party organization at the basic level in universities by catching the chance of personnel needs of society, by building up learn-type organization, by making core use of the leadership, by strengthening the construction of the Party work-style, and by perfecting personnel system of the cadres and other ways.
