Alarge number of disciplinary offence of implicated relations exist according to the CPC discipline，yet punishments for those offence are not regulated in the Regulations for CPC Disciplinary Punishment. One prohibited behavior may involve several disciplinary offence；one prohibited behavior may commit different types of disciplinary offence；and there may be implicated relations between several disciplinary offence. Due to the three features，the identification of implicated relationship should uphold the unification of implicated intent and causality. There are three types of implicated relationship：an implicated relationship between means and end acts；an implicated relationship between cause and effect acts；and a complex implicated relationship that involves both the above two types. Handling disciplinary offence of implicated relations should differ from handling disciplinary offence of imaginative joinder of offenses and that of aggravating circumstances. The absorption principle should be adopted，following the terms of“convicted and punished in accordance with the heavier provision，”the terms of“convicted and punished in accordance with the special clause，”or the terms of“joinder of punishments for plural crimes”if a disciplinary offence is illegal and criminal and is not specified in the Regulations for CPC Disciplinary Punishment.

Compared with illegal data transfer，illegal use of data is original and direct. But it is unable to be covered by the charges of current criminal law in China，nor can it be effectively regulated by other laws. To make amends for the loophole of criminal punishment，the incriminating process of illegal use of data should be advanced. Firstly，the crime of illegal use of data should maintain the same standard as the existing crime of breaching data security，which conforms to the legality attribute. Secondly，the“illegal use”should include not only the conduct of using data without the permission of data subject，but also the conduct of using data，after lawful collection of data with the consent of the data subject，in violation of the aforementioned rules，purpose，manner，and scope. Thirdly，the“circumstances of aggravation”should be comprehensively judged in reference to the gravity of the circumstances of illegal data transfer，together with the damage of illegal use of data，and the type and quantity of behavior. Finally，cases in the public interest and the legitimate interest of data controller should be upheld as the decriminalizing causes of the crime.

In practical operation，the polarization of members in proprietors’committees is formed when only extremely civic-minded home owners and profit-oriented owners remain in the committee. The research finds that the incentive brought by the positions in the committee is the power source of committee members’behavior，and the governance interface in which both parties interact is the determinant that affects the incentive effect. While social incentive needs to be generated in the governance interface of screen politics，economic incentive only needs to be achieved in“black-box politics.”The“screen politics”process reduces owners’motivation to achieve social incentives，but the“black-box politics”process increases the possibility of economic incentives for owners. This is the source of polarization in a proprietors’committee.

In an age that“everything can be shared，”online short-term rental，by virtue of the Internet，has successfully shared landlords’idle housing with tourists. This has diversified tourist accommodation choices in China. As to how to ride the tide of sharing economy and enhance the sustainable development of the online short-term rental industry，the key is to promote tourists’happiness and stimulate their desire for a second visit. From the perspective of tourists’accommodation experience，the influence of tourists’happiness on their repeated rental intention is investigated，taking perceptive values as the mediating variables. The empirical findings show tourists’happiness is a major antecedent variable of their repeated rental intention，and that the function value，emotional value，cognitive value，and social value of perceptive values have all played a complete mediating role in the process. Countermeasures and suggestions are advanced to promote tourists’ accommodation happiness and their online short-term repeated rental intention，so as to boost the healthy and sustained development of the online short-term rental business.

The core value of acountry’sfamily country culture is never an isolated being；in a certain era，the core value of a family country culture must be subject to the comprehensive influence of the economic，political，environmental，and other factors of the era. As the socialism with Chinese characteristics entering a new era，China’s economy，politics，environment，and other aspects have developed，so，the Chinese family country culture and its core value have also undergone certain changes accordingly. They exhibit the new connotation and new value of the new era and have become an important new culture of the new era. In the new era，how to further inherit and carry forward the core value of Chinese family country culture isessentially a big problem of how to cultivate people，which is the cause of the whole society and needs the close cooperation of society，school，and family to carry on together. Based on a research sample of 271 Chinese cities of the prefecture level and above，an IV-GMM model is built to analyze the U-shaped relationship of manufacturing agglomeration influencing city innovation. It is found that there is a prominent U-shaped relationship，with promotion coming after inhibition， as to how manufacturing agglomeration influences city innovation； and the U-shaped relationship has a significant regional and urban scale heterogeneity. This empirical evidence reveals a new perspective for studying the non-linear relationship between manufacturing concentration and urban innovation. It is also of great theoretical and practical significance for bolstering the agglomeration of manufacturing industries and improving urban innovation levels.

Based on the relevant data of 41 cities in the Yangtze River Delta City Group from 2016 to 2021， the study uses the entropy-weighting TOPSIS method to build a high quality development comprehensive assessment system. The system includes 20 indicators from the five aspects of innovation，coordination，green，opening up，and sharing. It can test a city’shigh quality development level as well as the evolutionary tendency of its subsystems’coupling coordination. The results show that the high quality development level of the Yangtze River Delta City Group continues to improve，and the difference is mainly reflected in the innovative and open development levels； cities of the lowest innovative and open development indexes are mainly located in the northern regions of Anhui and Jiangsu Provinces；differences of the fluctuation degree of the city cluster’shigh quality development are great，with some cities in southern Jiangsu，eastern Zhejiang，and southern Anhui having stronger development resilience and durability；and the coupling coordination degree of the city cluster’ssubsystems is low. Hence，innovation should be held as the dynamic engine to enhance the sci-tech cooperation capacity of the central cities in the city group；the path and form of opening up should be improved to build a more open business climate and a freer trade pattern；great importance should be attached to the policies and measures for coordinated development，so as to promote the sharing and green life style and bring about changes to people’slivelihood.

In the new vision of development，an accurate understanding of the high quality development effect of tax structure is conducive to the optimization of the fiscal and taxation systems and the realization of high quality development goals. The latest panel data of 30 provincial administrative units is studied to discover the impact of tax structure on high quality economic development. It turns out that during the investigation period，China’shigh quality economic development level has grown year by year；the comprehensive indexes of the investigated provinces vary greatly；and the non-equilibrium characteristics of the three major regions are significant. The proportion of direct tax has a prominent positive correlation with high quality economic development，while the effect of indirect tax ratio is opposite；the proportion of turnover tax has a significant negative effect on high quality economic development，while the other taxes have an obvious positive effect；and the proportions of value-added tax and consumption tax have a salient negative effect，while the proportions of enterprise income tax and individual income tax have a positive effect. There is a remarkable double threshold effect between tax structure and high quality economic development，and there is regional heterogeneity.

The rule of law construction in the field of education is an important component of the comprehensive promotion of law-based governance of the country. The important discourses of Xi Jinping thoughts on rule of law，social construction，and education have several times highlighted the important role of rule of law in education. The theoretical source of Xi’simportant discourses on rule of law in education is explored from the generative dimension，historical dimension，and value dimension. The discourses are regarded as the mapping of Marxist rule of law theory in the field of education ；asummary of the CPC’sexperience of leading the rule of law construction in education；and a choice of direction to highlight the protection of education right. The core idea requires the rule of law construction in education should fundamentally comply with the rule of law in education of socialism with Chinese characteristics ，taking the rule of law as the key essence of rule of law construction in education，taking fairness as the value pursuit of rule of law construction in education，and taking governance as the implement path of rule of law construction in education. In order to systematically promote the implementation of Xi’simportant thoughts on rule of law in education，the country should hold onto Xi’srule-of-law ideas as the guidance，take the construction of educational legal system as the guarantee，start with the construction of a high quality educational system，and strive to integrate the essence of rule of law into the educational content.By those measures China can improve its rule of law in education as well as its education quality.

Establishment of a Questionnaire on College Student's Learning Involution

College students’learning involution has been a universal phenomenon. It needs immediate further study on the psychological mechanism，but an effective tool for measuring the involution is still unavailable. By means of literature review and in-depth interview， the dimensions and items of a questionnaire are determined； after the surface validity is evaluated by psychological experts， a preliminary questionnaire of 36 questions takes shape. Atotal of 1043 offline and online questionnaires are distributed by the cluster random sampling method，and 980 valid questionnaires are collected after the invalid ones are excluded，with an effective recovery rate of 94%. The methods of project analysis，exploratory factor analysis，and confirmatory factor analysis are adopted to explore the structure of college students’learning involution，and finds that it includes the five dimensions of emotional arousal，action recognition，condition monitoring，anticipated goal，and return trade-off. The validity and reliability analysis proves that the questionnaire on college students’learning involution is a stable and reliable measurement tool.
