Abstract: With the deterioration of global warming, the common view in limiting the carbon emission has been formed. Our country should make full preparation for starting levying carbon tax by analysis of countermeasures about carbon tariff, carbon tax against emission reduction of greenhouse gases and by the use of successful experiences of carbon tax in the other countries. Chinese government should start the taxation by choosing a right time so as to avoid the harmful influence caused by the carbon tariff, and to speed up the strategy of “going out” and outsourcing. The government should also establish and perfecting carbon emissions trading system, and make full use of clean developing mechanism.
