Abstract: People’s petition system is an important system with Chinese characteristics reflecting masses’ benefits created by the CPC. At the beginning of the foundation of the People’s Republic of China and facing complex situation home and abroad, the creation of people’s petition system carried out and developed Marxist theory about masses’ line. At the early stage of the People Republic of China, the creation of the Party’s people’s petition system experienced three stages of theoretic preparation, legislation and practice, and the process of creation showed that the Party and leaders of our government paid special attention to the characteristics as establishment and improvement of the organization, introduction of talents and reform of working methods. Special attention and guidance of the leaders of the Party and the government, the main stream concerning consolidating newly-born power and recovering economy and the purpose of taking as the purpose of the political movement promoted and mobilized by the Party and the government are the historical experiences obtained at the early stage of the foundation of the People’s Republic of China. Probing into people’s petition system at the early stage of the People’s Republic of China will is with important historical significance and realistic significance in improving petition work in the new periods.
