Social Governance for Shared Development

Abstract: In the critical period of social governance transformation,social contradictions are increasingly prominent. It is a top priority to promote the construction of a share-based social governance system. Before the 18th CPC National Congress,social governance was unbalanced,with three obvious development gaps,namely,class differentiation,urban—rural differentiation,and regional differentiation. After the 18th CPC National Congress,the state has adhered to the concept of“people-centered” social governance, strengthened governance in the fields of education,employment,health care,social security,income distribution,social security,and public services,and endeavored to ensure that the achievements of social development benefit all people in a more equitable manner,and realize joint construction,shared governance,and shared benefits. In this process,the four major actors of political party,administration,market,and society carry out two-way interaction and cooperation top-down and bottom-up,forming a“one core three elements”coordination mechanism for shared development. This mechanism not only highlights the modernization direction of social governance,but also lays a solid foundation for achieving common prosperity. It shows the way of social governance for shared development.
