    Impact of Digital New Infrastructure on the Resilience of Industrial Chain

    As the underlying structure of high-quality economic development,digital new infrastructure is strategically significant for enhancing the resilience of China’s industrial chain and building a modern industrial system. The impact of digital new infrastructure on the resilience of industrial chain and its mechanism is discussed theoretically,and empirically,the relationship between the two is tested based on the panel data of 30 provinces from 2011 to 2022. It is found that new digital infrastructure significantly promotes the resilience of industrial chain. Mechanism analysis finds that digital new infrastructure boost the resilience of industrial chain by improving the stock of innovative human capital and the development level of digital finance. In terms of threshold effect,the impact of digital new infrastructure on the resilience of industrial chain has a marginal effect which displays the threshold feature from increasing to decreasing. Heterogeneity analysis shows that the promotion effect of new digital infrastructure on industrial chain resilience is stronger in the eastern region and the region with high science and technology investment level;in the sub-dimensions of digital new infrastructure,the impacts of information infrastructure and innovation infrastructure on the resilience of industrial chain are evident,while the impact of integration infrastructure is not evident.

    Based on the learning of existing works,generative AI greatly reduces the cost of human creation.While existing laws can answer most of the copyright-related questions posed by generative AI,the answers may not match the expectations of creators affected by generative AI. In particular,judgments on the principle of fair use are different in courts and legal cases of different countries. In addition to the learning phase of a generative AI,the output it produces may also be copyrighted. Since the relationship between AI generated works and human authors is complex and the digital content is globally distributed,copyright rules related to generative AI need to be updated at the national and international levels,rather than relying solely on judicial precedents for clarification.

    Green technological innovation is key to the green and low-carbon development,which takes into account both economic and environmental benefits. Heavy polluting A-share listed enterprises from 2011 to 2020 are sampled;the capacity of different multi-dimensional green technological innovation motivations in predicting green technology innovation behavior is explored by using the parametric method, non-parametric method,and ensemble learning method in machine learning. The purpose is to identify the main motivation affecting enterprises to carry out green technology innovation and identify features of the most predictive quality. The results show that compared with the digital development motivation and the internal governance motivation,the external supervision motivation is the main driver for the green technology innovation behavior of enterprises;the ability of ensemble learning method to predict green technology innovation behavior is better than that of parametric and non-parametric research methods,and the support vector machine has the strongest interpretation ability and the highest prediction accuracy;and among the multi-dimensional motivation features,digital finance,corporate social responsibility,and government environmental protection subsidies have the best predictive effect on green technology innovation behavior. Applying the machine learning method can effectively identify the key factors of green technology innovation in enterprises,and is enlightening for the sustainable development of enterprises and the construction of ecological civilization.

    Whether artificial intelligence(AI)can enjoy the status of legal subject is the root of solving the realistic problem of ascribing the subject of liability for AI tort liability. From the angle of legal philosophy, the paper creatively constructs the hierarchical standard system of a legal subject and its contingent conditions,and then puts forward the hierarchical judgment system of entrusting the legal subject status. From the abstract to the concrete,the problem of ascribing the subject of liability for AI tort liability is studied by using this system as the judgment standard. Since weak artificial intelligence cannot become a legal subject,the idea of legal status representative is put forward on the basis of the compulsory insurance mechanism of the production side. Strong artificial intelligence,according to the different sources of its self-consciousness,is divided into“machine ethics”and“human emotion.”The former cannot become a legal subject,but the human-designed“machine ethics”can effectively reduce the probability of damaging events,and therefore,the idea of legal status representative still works;the latter should not become a legal subject,for otherwise,it will not satisfy the value judgment,or even relevant discussion will be meaningless. Under the premise that artificial intelligence is not regarded as a legal subject,and based on China’s current law and motor vehicle liability insurance mechanism,the ascription of the subject of liability for AI tort liability is clearly defined from theory to practice,drawing on foreign legislative experience and cases. It helps to improve the scheme of ascribing the subject of liability for AI tort liability in the field of automatic driving with Chinese characteristics.

    Under the new background of population policy changes,how to play the role of fertility support policy and increase fertility rate have become an important issue in the fields of population and public policy in China. Using the academic publications in CNKI database from 2013 to 2023 as samples,the CiteSpace visualized econometric analysis software is used to analyze the knowledge map,characteristics,and future research trends of researches on China’s fertility support policies. The results show that the research hot spots of fertility support policy mainly focus on fertility intention,the theory and experience of fertility support,and related public policies. The evolution of fertility policy from 2013 to 2023 can be divided into two phases:The first phase,from 2013 to 2020,is the initial stage,and the second phase,from 2021 to 2023,is the rapid heating-up stage. In the future,China should build a cultural atmosphere to encourage fertility,establish a fertility support policy system to full cover the growth cycle of birth,breeding and raising,improve the economic subsidy system,and improve the infant care service system for 0—3 years old,so as to realize a long-term balanced development of China’s population.

China has made initial progress in the field of digital linguistics research,yet,it can further develop infrastructure construction,the construction of disciplinary and educational systems,and the industrialization of research results. In the future,digital linguistics will show its unique value in more application scenarios including language education,public service,and business.

    The sci-tech innovation governance system is the way for the state to manage and promote the development of science and technology in the new situation of modern sci-tech development. Legislation in the sci-tech field plays an important role in the construction of a sci-tech innovation governance system, and the newly revised Scientific and Technological Progress Law is the basis of China’s sci-tech innovation governance system. From the perspective of structuralism,the innovation ecosystem has four dimensions:actor,activity,location,and link(AAPL). Deconstructing the structure of the model can help clarify the governance system of sci-tech innovation. From the dimension of actor,the scientific construction and improvement of sci-tech innovation governance system should encourage the development of“sciencetechnology- engineering-art-mathematics” education, adopt professional service agencies instead of intermediary agencies,and build a national comprehensive science center;from the dimension of activity,the construction project should attach equal importance to natural and social sciences and encourage free exploration in alignment with national goals;from the dimension of position,the construction should advance ethical and security reviews, promote scientific information sharing, and coordinate the implementation of intellectual property strategies;and from the dimension of link,the project should optimize the link of innovation elements,strengthen the budget work of sci-tech planning,and coordinate the establishment of scientific databases.
