Abstract: The establishment of American consulate in Tihua was the product of sudden changes of the international situation and the great changes in Xinjian situation. It was also a mirror of the American policy on China. The consulate had carried out a series of secret activities, including activities of splitting Xinjiang. The establishment of American consulate in Tihua and the civilities of splitting Xinjiang signified the starting point of the American policy on the problems of “East Turkish independence movement”.
