摘要/Abstract

摘要： 我国的街道办事处作为市辖区人民政府和不设区的市人民政府的派出机关，在城市管理体系当中起到了不可替代的作用。随着我国城市化进程的加快，街道办事处承担了越来越多的政府职能，仅仅作为市辖区人民政府和不设区的市人民政府的派出机关的地位已不适应城市发展的需要，有必要将其改建成一级政府，实行“三级政府、三级管理”的城市管理模式。

Abstract: As agencies of the district governments under the juriscliction of the municipalgovernment and of the municipal government with no district government established, subdistrict offices play an irreplaceable role in the city management system. With the accelerative development of the cities, the subdistrict offices areundertaking more and more government functions.But their position as agencies can no longer meet the needs of the city development. They should be built into one tier of government so as to effect the city management mode of 3-tiered government and 3-tiered management.
