摘要/Abstract

摘要： 新的社会保障制度在对贫困人口进行设计时，客观上造成了就业和保障的背离。这加重了他们的贫困，甚至是相当部分居民陷入贫困的直接原因。新城市贫困产生的更深层原因在于，他们在制度转型过程中承担了改革的代价，失去了政府在旧体制下的承诺，却没有得到足够的补偿和足够的帮助。因此，对他们而言，社会保障不仅需要长期实施资源的再分配，还需要对权利义务重新界定和分配，给予他们目前被剥夺的权利，使其有机会回归主流社会。

Abstract: In designing for the poverty-strichen population, the new social security system objectively causes the deviation of employmentfrom security. This worsens their impoverishment, and this is even the direct cause of the poverty of a considerable part of residents. A weightier cause for the new urban impoverishment lies in the fact that the impoverished bear the costof reform during the system transformation, being dispossessed of the promise made by the government in the old system with meagre compensation and assisstance. So far as they are concerned, social security should not only carry out in a long term the redistribution of resources, but also make a new definition and distribution of rights and obligations, conferring them rights deprived and enabling them to have the chance to return to the mainstream society.
