Abstract: The current scale of international Chinese language education is continuously expanding with uneven regional development. The construction of an evaluation system in this field lacks systematic theoretical guidance. In this context，141 documents focusing on the development of overseas Chinese education are systematically integrated and analyzed，using the meta-analysis method. By identifying，extracting，and optimizing the evaluation elements in the literature，an evaluation system is established including 43 core items on three dimensions：localization，specialization，and collaboration. This system，while ensuring comprehensiveness，places emphasis on the operability and independence of the indicators，in order to meet the requirements of different countries and regions in their evaluation practice. The research results can not only provide empirical evidence for the systematic diagnosis，regional comparison，and policy formulation of Chinese language education in various countries， but offer structured and scalable methodological references for the theory and practice of international Chinese language education evaluation.
